Tổng Bí thư Tô Lâm: Phải làm sớm đường sắt kết nối TP.HCM về sân bay Long Thành
Sáng 13/11, đồng chí Tô Lâm, Tổng Bí thư Ban chấp hành Trung ương Đảng đã kiểm tra thực địa dự án Cảng hàng không quốc tế Long Thành. Tổng Bí thư đặc biệt quan tâm đến giao thông kết nối và kế hoạch khai thác sân bay hiệu quả.
4 dự án thành phần đang về đích, khai thác thương mại giữa năm 2026
Tại công trường, báo cáo với Tổng Bí thư Tô Lâm, Bộ trưởng Bộ Xây dựng Trần Hồng Minh cho biết, tiến độ thi công dự án Cảng hàng không quốc tế Long Thành hiện đang được triển khai rất tốt, bám sát kế hoạch đề ra.

Bộ trưởng Bộ Xây dựng Trần Hồng Minh báo cáo Tổng Bí thư Tô Lâm về tiến độ các gói thầu tại dự án sân bay Long Thành.
Trong đó, dự án thành phần 1 trụ sở các cơ quan quản lý nhà nước gồm 6 công trình trụ sở cơ quan quản lý Nhà nước, gồm: Cảng vụ hàng không miền Nam; Hải quan; Cục Quản lý xuất nhập cảnh; Công an địa phương; Kiểm dịch động vật và thực vật. Đến thời điểm hiện tại các trụ sở này đã hoàn thành cơ bản, đang hoàn thiện, đảm bảo hoàn thành trước ngày 19/12.
Dự án thành phần 2: các công trình phục vụ quản lý bay do Tổng công ty Quản lý bay Việt Nam (VATM) triển khai, tổng mức đầu tư khoảng 3.435 tỷ đồng. Đến thời điểm hiện tại, công tác xây dựng đã hoàn thành, đang hoàn thiện và lắp đặt thiết bị, dự kiến hoàn thành các hạng mục đảm bảo công tác bay kỹ thuật ngày 19/12.
Dự án thành phần 3: các công trình thiết yếu do Tổng công ty Cảng hàng không Việt Nam (ACV) làm chủ đầu tư, với tổng mức đầu tư khoảng 99.019 tỷ đồng, bao gồm các hạng mục chính như đường cất hạ cánh, đường lăn sân đỗ, nhà ga hành khách và các công trình hạ tầng khu bay. Dự án thành phần 3 có 15 gói thầu, trong đó 3/15 gói thầu đã hoàn thành, 12/15 gói thầu đang triển khai thi công xây dựng.
Theo chỉ đạo của Chính phủ, các hạng mục của dự án cơ bản hoàn thành phần xây dựng vào ngày 19/12, đảm bảo công tác bay kỹ thuật. Các hạng mục khác tiếp tục được hoàn thiện, khai thác thương mại vào nửa đầu năm 2026.

Toàn cảnh dự án sân bay Long Thành đã nên hình hài
Dự án thành phần 4 gồm khu suất ăn, hangar bảo dưỡng các nhà đầu tư Vietnam Airlines, VietJet… tích cực triển khai, phấn đấu hoàn thành cơ bản phần xây dựng ngày 19/12. Đảm bảo sẵn sàng đưa vào khai thác đồng bộ trong tháng 6/2026. Các hạng mục còn lại đang được các nhà đầu tư Vietnam Airlines (VNA), ACV và UBND tỉnh Đồng Nai triển khai đầu tư theo kế hoạch.
Quy hoạch 8 tuyến giao thông kết nối cảng hàng không Long Thành
Theo Bộ trưởng Trần Hồng Minh, trong những năm qua, được sự quan tâm của Đảng, Chính phủ, ngành xây dựng triển khai nhiều dự án giao thông, dọc ngang kết nối sân bay Long Thành. Tiến độ của các dự án hiện nay cơ bản hoàn thành cuối năm 2025 và khai thác vào năm 2026, đáp ứng nhu cầu khi sân bay đưa vào khai thác.
Theo quy hoạch có 6 tuyến đường bộ và 2 tuyến đường sắt đi đến sân bay. Trong đó, tuyến đang khai thác gồm cao tốc TP.HCM – Long Thành – Dầu Giây (quy mô 4 làn xe) và quốc lộ 51 (đã mở rộng quy mô 6 làn xe). Hai tuyến này đang được mở rộng và hoàn thành vào năm 2026.
Các tuyến đang thi công gồm cao tốc Biên Hòa – Vũng Tàu, phấn đấu cơ bản hoàn thành cuối năm 2025, đưa vào khai thác toàn tuyến trong năm 2026.
Đường Vành đai 3 TP.HCM đã hoàn thành đưa vào khai thác đoạn Tân Vạn – Nhơn Trạch tháng 8/2025. Trong năm 2025 cơ bản hoàn thành khoảng 30,5 km, hoàn thành toàn bộ dự án trước 30/6/2026.

Hiện nay Bộ Xây dựng, các địa phương, các đơn vị đang quan tâm triển khai hạ tầng giao thông kết nối TP.HCM – sân bay Long Thành
Cao tốc Bến Lức – Long Thành đã hoàn thành 55/58 km, đã đưa vào khai thác khoảng 29km, 3km của gói thầu J3-1 (cầu Phước Khánh) sẽ hoàn thành vào tháng 9/2026.
Ngoài ra, Vành đai 4 TP.HCM dự kiến khởi công tháng 6/2026, hoàn thành năm 2028; tuyến đường sắt tốc độ cao Bắc – Nam phấn đấu khởi công năm 2026, hoàn thành năm 2035; tuyến đường sắt nhẹ Thủ Thiêm – Long Thành hoàn thành trước năm 2030.
Long Thành sẽ là sân bay 5 sao
Về kế hoạch khai thác sân bay Long Thành, ông Vũ Thế Phiệt, Chủ tịch HĐQT Tổng công ty Cảng hàng không Việt Nam (ACV) cho biết đang định hướng phát triển sân bay Long Thành với các công nghệ hiện đại nhất. Ông Phiệt cho biết: “Đi sau nên đơn vị đã đầu tư những công nghệ tiên tiến, hướng đến mô hình sân bay thông minh,xanh và đạt chuẩn 5 sao”.

Ông Vũ Thế Phiệt – Chủ tịch HĐQT Tổng công ty Cảng hàng không Việt Nam báo cáo Tổng Bí thư Tô Lâm về tiến độ nhà ga hành khách sân bay Long Thành.
Theo ông Vũ Thế Phiệt, sân bay Long Thành được thiết kế theo định hướng tiết kiệm năng lượng, giảm phát thải và ứng dụng mạnh mẽ công nghệ số. Hệ thống quản lý, vận hành sân bay sẽ tích hợp AI, bãi đỗ xe thông minh, thu phí không dừng, cùng 64 quầy làm thủ tục tự động và nhiều quầy check-in sử dụng sinh trắc học.
Tại khu vực an ninh, sẽ có 12 làn kiểm tra tự động nhận diện khuôn mặt, rút ngắn đáng kể thời gian làm thủ tục cho hành khách. Hệ thống soi chiếu hành lý hiện đại nhất, máy dò chất nổ tiên tiến, đảm bảo an toàn tuyệt đối và hiệu quả cao.
Ngoài ra, khu vực xuất nhập cảnh sẽ được bố trí nhiều làn tự động, khu vực khởi hành được trang bị màn hình 3D, robot hỗ trợ hành khách và hệ thống xử lý hành lý bằng công nghệ mới nhất, giúp hành lý được vận chuyển nhanh, chính xác, không xảy ra nhầm lẫn.
Đặc biệt, sân bay còn bố trí trạm sạc cho xe điện tại nhiều vị trí thuận tiện, từng bước hoàn thiện tiêu chuẩn của một sân bay xanh, thông minh và thân thiện với hành khách.
Xây dựng chính sách cạnh tranh, con người cũng được đào tạo bài bản để phục vụ, vận hành sân bay tốt nhất. Làm việc thường xuyên, bài bản với các đơn vị tư vấn về phương án vận hành sân bay.
“Khi đưa vào hoạt động, sân bay Long Thành sẽ tạo 150.000 việc làm, đóng góp 10,7 tỷ USD mỗi năm cho ngân sách”, ông Phiệt nói.

Nói về giao thông kết nối từ TP.HCM về sân bay Long Thành, ông Trần Lưu Quang, Bí thư Thành ủy TP.HCM cho rằng các tuyến đường bộ đã được xây dựng sẽ đáp ứng bước đầu khi sân bay đi vào khai thác, nhưng về lâu dài phải cần có đường sắt.
Theo quy hoạch đã có tuyến metro số 1 từ Suối Tiên nối dài đến Long Thành và tuyến Thủ Thiêm – Long Thành. Để các dự án triển khai nhanh, Bí thư Thành uỷ TP.HCM kiến nghị Đồng Nai được áp dụng cơ chế tương tự TP.HCM, trong đó có việc chỉ định nhà đầu tư, rút gọn thủ tục đầu tư, đồng thời tách giải phóng mặt bằng thành dự án độc lập. Nếu được áp dụng cơ chế đặc thù sẽ rút ngắn ít nhất 2 năm.
Về phía Đồng Nai, Bí thư Tỉnh ủy Vũ Hồng Văn cho biết tỉnh Đồng Nai đang đồng loạt triển khai nhiều dự án giao thông trọng điểm gồm các tuyến cao tốc, vành đai, đường tỉnh và đường sắt nhằm đảm bảo kết nối liên vùng. Đồng Nai và TP.HCM cũng phối hợp triển khai các công trình cầu lớn như Cát Lái, Long Hưng và Phú Mỹ 2.

Hạ tầng giao thông kết nối sân bay ngày càng hoàn thiện.
Song song đó, tỉnh cũng quy hoạch đô thị sân bay Long Thành theo hướng xanh, thông minh, hướng tới hình thành trung tâm logistics quy mô lớn. Tỉnh sẽ phát triển các khu công nghiệp mới để thu hút nhà đầu tư; quy hoạch hơn 1.000ha cho thương mại – dịch vụ, gồm nhà hàng, trung tâm thương mại, sân golf; khoảng 10.000ha đất đô thị phục vụ chuyên gia, người lao động, kèm theo quỹ đất giáo dục, y tế để thu hút trường học, bệnh viện lớn. Lãnh đạo tỉnh Đồng Nai kiến nghị được phê duyệt triển khai lập khu thương mại tự do trong và xung quanh sân bay Long Thành.
Sớm triển khai đường sắt kết nối và giai đoạn 2 sân bay
Kết luận buổi làm việc, Tổng Bí thư Tô Lâm đánh giá cao nỗ lực của Chính phủ, các Bộ ngành, chủ đầu tư, các nhà thầu và các đơn vị liên quan trong quá trình triển khai dự án. Tổng Bí thư đánh giá giai đoạn 1 của dự án cảng hàng không quốc tế Long Thành đạt nhiều kết quả tích cực.

Tổng Bí thư Tô Lâm chỉ đạo nhiều nội dung quan trọng.
Tuyến giao thông số 1 đã hoàn thành, khối nhà ga hành khách đạt hơn 60% khối lượng hợp đồng. Dự án cũng thể hiện rõ năng lực tài chính, tinh thần tự chủ và khả năng của doanh nghiệp Việt Nam, đồng thời góp phần tiết kiệm đáng kể nguồn lực tài chính.
Tổng Bí thư nhấn mạnh, Long Thành không chỉ là một cảng hàng không đơn thuần, mà còn là động lực phát triển kinh tế trọng yếu của vùng và cả nước. Do đó, dự án phải được xây dựng theo hướng tiên phong, hiện đại, bền vững, trở thành hình mẫu mới của ngành hàng không Việt Nam, đáp ứng bộ tiêu chí năng lực cạnh tranh quốc tế.
Tổng Bí thư yêu cầu các bộ, ngành liên quan, đặc biệt là Bộ Tài chính và Bộ Xây dựng, đánh giá toàn diện hiệu quả đầu tư, không chỉ về mặt tài chính và kinh tế, mà còn về quốc phòng, an ninh, tạo việc làm và đóng góp vào GRDP vùng để Long Thành thực sự trở thành “công trình thế kỷ” minh bạch, hiệu quả và lan tỏa giá trị phát triển.
Tổng Bí thư đề nghị đánh giá để sớm triển khai giai đoạn 2, tận dụng tối đa máy móc, thiết bị hiện có để đẩy nhanh tiến độ, sớm nâng công suất khai thác lên 50 triệu hành khách/năm, bởi mỗi ngày tiến độ được rút ngắn là thêm phần tiết kiệm, xanh, sạch, đẹp cho dự án.

Tổng Bí thư ghi nhận và biểu dương Chính phủ, Bộ Xây dựng, các bộ ngành, tỉnh Đồng Nai và chủ đầu tư đã phối hợp chặt chẽ, góp phần đưa dự án đạt tiến độ như hiện nay.
Đồng thời phải có tư vấn đánh giá tổng thể phát triển cả vùng khi đưa sân bay vào khai thác, từ đó tiếp tục có những đề xuất đầu tư cho hạ tầng, dịch vụ, logistics, hệ thống khách sạn, trung tâm thương mại, giáo dục y tế, đô thị sân bay…
“Phải làm sớm đường sắt kết nối TP.HCM về sân bay Long Thành, giải quyết được việc đi lại cho hành khách. Khách đến sân bay đi đường sắt về TP.HCM khoảng 20 phút là thuận lợi. Xây dựng hệ sinh thái, dịch vụ hàng không hiện đại gồm khách sạn, trung tâm thương mại, giáo dục y tế, khẳng định vị thế Cảng hàng không quốc tế Long Thành trên bản đồ hàng không khu vực, quốc tế”, Tổng Bí thư nhấn mạnh.
Tổng Bí thư cũng yêu cầu Đồng Nai và TP.HCM phải phối hợp chặt chẽ, xóa bỏ khoảng cách trong phát triển hạ tầng và kinh tế vùng, qua đó nâng cao sức hút quốc tế của sân bay Long Thành.
Tiếp thu ý kiến chỉ đạo của Tổng Bí thư Tô Lâm, Phó Thủ tướng Trần Hồng Hà khẳng định Chính phủ sẽ nghiêm túc triển khai và có chỉ đạo cụ thể, kịp thời. Ngay sau cuộc họp, Chính phủ sẽ phối hợp với các bộ, ngành và địa phương rà soát lại quy hoạch các dự án, đặc biệt là quy hoạch chung vùng và hệ thống giao thông, nhằm tính toán tổng thể việc kết nối sân bay Long Thành với các khu vực trọng điểm trong vùng kinh tế phía Nam.
Phó Thủ tướng nhấn mạnh, cần hoàn thiện cơ chế phối hợp giữa các địa phương, thúc đẩy hình thành khu thương mại tự do, tạo liên kết vùng chặt chẽ, tận dụng tối đa lợi thế từ sân bay Long Thành cùng hệ thống cảng biển Cái Mép – Thị Vải và Cần Giờ.
Về dự án cầu Mã Đà, Phó Thủ tướng giao tỉnh Đồng Nai chủ trì triển khai, trường hợp phát sinh khó khăn cần kịp thời báo cáo Chính phủ để tháo gỡ.
Riêng tuyến đường sắt kết nối Bến Thành – Suối Tiên – Long Thành, Chính phủ đã giao Bộ Xây dựng chủ trì phối hợp triển khai.
