Văn phòng UBND TPHCM vừa phát đi thông báo kết luận của Phó Chủ tịch UBND TPHCM Bùi Xuân Cường tại cuộc họp về công tác cấp giấy phép xây dựng trên địa bàn thành phố.
Trong đó, nội dung được người dân quan tâm là điều chỉnh, thay thế Quyết định 56/2021 của UBND TPHCM về quy chế quản lý kiến trúc để tháo gỡ vướng mắc trong cấp phép xây dựng nhà ở riêng lẻ.
Những bất cập trong Quyết định 56/2021 ảnh hưởng đến xây dựng nhà ở riêng lẻ của người dân.
Phó Chủ tịch UBND TPHCM giao Sở Quy hoạch – Kiến trúc gửi dự thảo quy chế để lấy ý kiến của Sở Xây dựng, UBND các phường, xã, đặc khu và các đơn vị liên quan, để tổng hợp, hoàn chỉnh lại nội dung dự thảo trước ngày 30-5.
Dự thảo quy chế gửi Sở Tư pháp thẩm định và trình UBND TPHCM ban hành trước ngày 15-6.
Quyết định 56/2021 có hiệu lực từ tháng 1-2022. Khi đi vào thực tiễn, một số quy định trong quyết định này bộc lộ sự bất cập, khiến cơ quan chức năng lúng túng trong cách hiểu và vận dụng.
Việc này ảnh hưởng trực tiếp đến quyền lợi chính đáng của người dân cũng như mỹ quan đô thị. Người dân bị thiệt thòi rất nhiều do vướng mắc quy định về khoảng lùi xây dựng.
Tháng 6-2023, Phó Chủ tịch UBND TP HCM Bùi Xuân Cường đã chỉ đạo rà soát, lấy ý kiến sở, ngành và địa phương để tổng hợp những khó khăn, đề xuất điều chỉnh quy định này.
Sau hơn một năm triển khai, Sở Quy hoạch – Kiến trúc nhận được 18 văn bản từ các đơn vị với gần 120 nội dung đề nghị bổ sung, điều chỉnh về mật độ xây dựng, khoảng lùi xây dựng, tầng cao…
Nhiều người dân chờ đợi thành phố điều chỉnh những bất cập và phải tạm ngưng kế hoạch xây nhà nhiều năm nay.
Nếu những bất cập từng được các địa phương, đặc biệt là quận nội thành trước đây, kiến nghị được tháo gỡ thì người dân sẽ thuận lợi hơn khi xây dựng nhà ở.
